That article was written in 1998, and suggested that gasoline should cost from $5-$15 per gallon to cover the costs of automobile use.
Well, its an article, but its not a good one. Its all the usual shibboleths about fossil fuel use, sprawl (written by folks who live in the suburbs, no doubt), depletion allowances, and wars-for-oil. Basically the article looks at everything the authors dislike about *******, and somehow attribute it to low gas prices.
