I agree vehicle WIDTH is a good basis for fees/taxation; we seem a bit obsessed with length and or weight. But other than that, I can't say I agree much with what ya suggest. One lane roads (each way) went out with the dodo, and shoulders are a valuable safety and cycling feature. We all use them to some extent, passing for example.

Overweight trucks and long haul semis already pay dearly for road use and access, often thousands of dollars a year.
