The extent of the subsidy is an issue. The cost of one motor vehicle traffic lane, wide enough for 2 lines of bikes to go in each direction, is a lot less than the price of a road with one lane and shoulder in each direction. So, yes, let's subsidize / pay for / the % of the roadway improvements that we need, and let the cars and SUVs and over-weight trucks pay for the extra width and extra support they need.
I agree vehicle WIDTH is a good basis for fees/taxation; we seem a bit obsessed with length and or weight. But other than that, I can't say I agree much with what ya suggest. One lane roads (each way) went out with the dodo, and shoulders are a valuable safety
and cycling feature. We all use them to some extent, passing for example.
Overweight trucks and long haul semis already pay dearly for road use and access, often thousands of dollars a year.
