Other than the drop bars (maybe) and the too small size (based on the stem/seatpost ratio), this would be a perfect tri bike (for someone around 5'10".) $300-$500 is a ballpark, depending on location and condition (fresh tune up, new cables, tires, tape and tubes, all true would probably bring you close to $500 in the right place)
