Well, here's the thing ...

Glare really hard at a cyclist, odds of death, what, 0.00001 % ?
Yell really loudly at a fast moving cyclist, odds of death, what, 0.001% ?
Tase a stationary pedestrian, odds of death, what, 0.1% ?
Tase a fast-moving cyclist from a moving car, odds of death, what, 1 % ?
PIT maneuver against a car at a high rate of speed, odds of death, what, 0.2% ?
Shoot somebody with a gun once, odds of death, what, 25% ?
Attempt a PIT maneuver at a bicycle, odds of death, what, 10 % ? (It's also not likely to work, as even if you knock them down, if you didn't injure them, they'll get back on the bike and take off again.)
Intentionally run over somebody on a bicycle, odds of death, what, 35% ?

Odds of death are uninformed guesses, of course ...
