I, for one, would have preferred the ML size. The Large is too big for me, while the Medium is a little tad small for my preference. One could begin trying to dial-in the fit through the use of shorter/longer stems etc, depending on the size one purchases, but the problem is that, change of stems and other steering components sometimes throws off the steering of the bike.

I do not understand why Giant would not offer an ML size for their OCR composite bicycles, considering the fact that they would be building in only four sizes. And that the bike at $2000 is no cheapie.

What is it with these big-shot bike companies?
the rep may be plain wrong - giant now has 5 sizes and there's no reason why they're not offering particular sizes in the US. You'll just be lucky to find a LBS that has them all in stock because there's a general shortage right now.
