this is often called the california stop
I see this a lot in las vegas, what is also common is for cars to go when it's not their turn and almost hit a cyclist (i.e. me) I will rarely come to a full stop as it means I have to unclip. normally I will balance while I wait, which means maybe 2 feet or less of movement on my part. seems safe to me
