Since DST is an arbitrary manipulation, why not make it favor the bicycle commuter? Why not make the time shift so that Civil Twilight will occur at 6 am at 45 degrees lattitude on as many days of the year as is possible? Put the time correction back towards where it was before the most recent alteration, maybe even a week later. This way the early morning commuter will have a more continual change from cold and dark to light and warm, without the awkward sudden jolt back into darkness that will happen next weekend.

After two weeks of sunlit commutes on skinny road bike tires, headlights and studs are going to stink.
