If sliding the wheel forward in the dropouts or readjusting the brake don't make a big enough difference, I'd contact Cervelo to see what they say. The brake mounting hole really shouldn't be that far from the rim.
As a quick fix, you could bevel the top edge of the brake pads with a boxcutter. That would temporarily keep them from touching the tire anyway.
