It looks as though that type of guard was designed for a singlespeed drivetrain. See the way it bolts and centres itself to the seatstay. The vintage bike has likely had the guard cutaway to accomodate multi-gears. A little unbalanced looking but still cool.
Yes, you're right. I guess I'll have to find an SA three speed dynohub with under 40 holes to build into a modern alloy rim. Anybody got one?
