help with 1982 Peugeot Centennial Edition PH12 purchase

I am considering buying this Peugeot. The pictures in the add dont really show the components, so I will take a look in person. I just want an idea of this year bike and the price range, if I should offer a lower offer.

Basically I have an 80s Bianchi frame that I love, but is now set up as a fixed gear. I want a bike with more speeds and a free wheel so i can go on long bike rides and not worry about loosing my knees... Anyway, my girlfriend loves the bianchi as is, so if the peugeot is a good road bike, better than the bianchi frame + 300$ worth of parts?
