The rack may as well be attached to the forks, the handlebars and the front axle are attached to the fork.
My experience leads me to believe a rear rack is
much better than a front rack for carrying large parcels. I have used both. If you know how to load a rack, extra width is not necessary. My Jandd front rack can take a bigger box than your Cetma.
The biggest load I hauled yesterday did not require the use of my front rack.
