Helmut and wool jersey during daylight hours with high visibility jacket or vest at dusk or when the shadows get deep.

An observation during my travels over my border into New Hampshire ("Live Free or Die") and Maine. Neither state has motorcycle helmut laws that I know of. So 90% of motorcyclists are helmet-less while 99% of cyclists are wearing head protection.
