I have such mixed feelings on this issue. On the one hand, I absolutely agree...why am I paying money for someone else's bad decision? The problem is that if you follow that thought pattern to other areas, we start legislating every aspect of people's lives. I'm sure the answer is a happy medium and balancing act, but I'll be damned if I know where the right balance is.
