Regarding the handlebar bags, no. I have not used the R&K handlebar mounts. As for the general quality of R&K however, I can say that it is of very good quality. I own a pair of Carradice Super C panniers with the Rixen and Kaul Modul rails, they're top notch pannier mounts, and some of the best.
