No, it's between the spindle and the holes - the cranks are actually kind of a Campy knock-off. I checked the play with the cranks off, and it's still there. The reason this particular spindle was chosen was that it worked with the cranks - I think it was the only one they had. But the bearings and cups and everything don't quite line up, so I can't tighten down everything completely...
