really that's not that bad considering all the time spent stopped...
my commute is 10.4 miles @ ~50 minutes on a good day and drifts up to an hour+ on a bad day when I get caught behind a train crossing. averaging somewhere around 11-13 mph overall. don't have breakdown of 'real' mph when not stopped. one of these days I'll get the bike computer back up and running for that.
