tire clearance fork issue...

hi!

so i have been slowly building up a track frame....

bought a 700x28 sized tire off teh interwebz (fyxation), however my fork doesn't have enough clearance for it by an extremely small margin. in fact the wheel could feasibly spin, but not without minor rubbing at the top of the tire.

since i have thrown said tire on another bike. really like the tire, but would like it more on the FG build.

so my question is this:

is it possible to shave the underside of the fork bridge somehow to create some clearance?
is this a horrible idea?
it dosn't seem like it would be too detrimental to the fork integrity...im thinking 3/16ths of an inch is how much clearance would work...

if this is something people do/have done, well....how is it done? best procedure? tools? etc...

or is the only real fix to get a new fork, or different tire? (i have another tire to use, but would prefer this one)

if this isn't feasible, i guess it stays on my current bike.
