That picture shows the same exact bike with what i believe to be the original 27" wheels. as you can see there is quite a bit of clearance, and I'm worried that any more will be too much. I unfortunately don't have access to the bike right now but am in the position to get a good deal on some alloy 27" or 700c rims, so I'd really like to figure this out ASAP.

If your brakes (not "breaks," btw) will not fit and you don't want to go with longer calipers, there's nothing wrong with staying with 700c. There are some decent Sun rims available, and both Continental and Panasonic have really nice tires available, the Ultra Gatorskins and the Paselas, both pretty good touring tires. What you won't find are narrow tires in the 23 or 25 mm range, but the value of that is not really clear anymore, especially for touring.
