If your brakes (not "breaks," btw) will not fit and you don't want to go with longer calipers, there's nothing wrong with staying with 27". There are some decent Sun rims available, and both Continental and Panasonic have really nice tires available, the Ultra Gatorskins and the Paselas, both pretty good touring tires. What you won't find are narrow tires in the 23 or 25 mm range, but the value of that is not really clear anymore, especially for touring.
