I'm pretty sure your frame is definitely worth some money in the vintage bike collectors/restorers world with it being made of columbus and such; so don't go to such lengths of spray painting the chrome to make it easier to get rid of when you want something nicer to go with your ellipse's.

Yes or alternatively you can purchase a quill stem adapter to use a threadless stem in conjunction with a threaded headset; makes it easier to swap headsets and bars; but cosmetics are sacrificed.
