There's plenty of tolerance in spoke length. I've built wheels with spokes 3mm off of "correct" and they work fine. As long as there's enough thread engagement and the spoke doesn't protrude from bottom of the nipple, it'll work fine.
When I was learning to build wheels, we used one length of spokes for the rear wheel and dished it on the truing stand. If the spoke came out the bottom of the nipple, we ground off the excess.
