Yes, it may be.
I like to run 25's on my bike which it does not fit on my fork. Once you file off the lawyer tabs, it will allow 1/8" to 3/16" of vertical play. Front wheel carries about 20% of weight, so given that bolts are tighten up to spec there's really nothing to worry about.
