You can do that on some forks, but you can also ruin the fork if you don't do it correctly.

Get a fork with clearance for 32's and the same rake as what you've got now. Out of all the things you're talking about doing its the safest and easiest. You might notice a little change in steering, but you're right that a smaller wheel would change things even more (in the opposite direction).
