no, it's almost certainly JP, but I can never remember which ones did those ornate almost-fake-Nervex lugs, the bulge-formed fork crown is another give-away. (I usually say "Azuki" when I see this appearance, but am usually wrong). The narrow stay caps are something Nishiki liked, but again this doesn't look quite like a Nishiki, either. The serial number is going to nail it, if T-Mar isn't reading the forum at the present search his old posts for serial number ID.
