+1 on non-Japanese part and it also looks like it took 27" tires at some point. That seat cluster, screams pre Japanese invasion (and it is very close to that of my mid 70s Ross Professional Gran Tour). The fork crown and head lugs are reminiscent of early Raleighs (Sprite, Record, Grand Prix), however that fork rake seems too small for any early Raleigh
