Maybe I'm reading the OP's questions wrong, but it sure sounds like he wants to mount the shifters on the TOP TUBE not the stem (see below quoted from the first post). My bits are often quite near the top tube; the stem, not so much. I generally see nothing wrong with stem shifters other than having to reach to an inconvenient spot to shift (relative to STIs or trigger shifters).
