It looks like the bike has cantilever brake mounts from the pics I looked up. I'd use one of these Nashbar racks for the front. You may need to make a support that goes from the rack platform to the axle or eyelets on the front fork for any heavier loads however. They're out of stock right now, but they are often on ebay, or you can pm me. I have one that I'm not using we can work out a deal.

For the rear there's some pics of people using standard racks. Depending on the size of the panniers you want to use, you might need to use a standard height rack to stop them from rubbing on the ground.
