The data doesn't support that. Drivers in their Sixties are safer than any other age drivers. Up to age 75, Older drivers are statistically pretty safe. 75-84, they're about like teenage drivers.
It's 85+ (as this accident appears to illustrate) that you start to have a serious problem.
So from a cost effectiveness point of view, frequent retesting, medical certification, or other restrictions make the most sense starting at 85, with a little bit less strong case for 75
