I am sorry for the loss in the OP.
Actual data tends to be more reliable than one anecdotal account. And that anecdotal account is easily skewed simply by what you happen to notice.
People see what they want to see.
It would be a really stupid waste of money, and the wrong focus to target the safest drivers on the road, i.e. 60 year olds.
And you're totally missing my point. An accident involving a 86 year old says nothing about the need to test 60 year olds.
