In all likelihood on a 1x build the cross will be too close to the flange for you to lace the inner over the outer, meaning the properties will be similar to those in a radial wheel. That said folks have built wheels without lacing inner/outer without problems for years, and a decent hub should be able to take it without problems.

1x will build you a nice stiff front wheel if that's what you're looking for. Since there are no torsional load considerations there's no reason not to go with it if you wish.
