I live in a very quiet residential neighborhood with hardly any cars, curving dead end clu de sacs and the like. DO I stop at all stop signs in the area - NO! Do I stop at all stop signs when going out to the main roads and when on the main roads - YES!! It is just common sense.

And, I live in CO, and at every stop sign you see auto drivers with their doors open and their feet down! Don't they do this in other states?
