"Lacing inner/outer" is called "interlacing" among wheelbuilders. It has the function of reinforcing the wheel by equalizing the stress among the spokes as tension varies when the wheel rolls. I agree that it's nearly impossible to interlace a 1X 32-spoke wheel- the cross will be too close to the hub.

Since the hub is used, you should lace it in a similar pattern to the original wheel. The old spoke will have dug into the hub flange to show how it was. If you were to lace it radial or 1x where it was 3x before, the flange will likely crack since it's got a weak point from the old spoke. Been there, done that.
