I just got back from the shop. It turns out they didn't install the correct pieces. If you look here, you can see the flanged cone washers. Instead of using those, they used smaller washers, which was putting too much pressure on the bearing cups (you can see these washers in my video). The cone washers allowed a more distributed pressure which allowed the cranks to spin more freely.

The wobbling was due to a little flanged washer that should have been inserted into the hole of the chainwheel. Placing that in corrected that.
