It wouldn't say Carbolite if it were Reynolds. Reynolds 531 would almost certainly weigh less than 30 pounds, and you also should see some residue from a sticker at the top of the front of the seat tube if it were. There's nothing wrong with it being Carbolite mind you, but it isn't Reynolds.
