Is this an old Blumell? If it's a valuable antique, you could glue a thin strip of plastic (or even a piece of newer fender) to the back to preserve the look of the bike.
I've seen ads for people who "weld" plastic but it has to be the right kind of plastic.
They are Club Specials. Not sure on the age but they were on an 81 or 82 Fuji Supreme 12 speed that I recently picked up. My guess is that they have been on the bike for a very long time.
