Ok, as apprehensive as I was about messing with the headset I attempted to follow park tools directions and adjust the headset. Through many attempts I finally got the adjustment to where the race is as loose as possible without getting any play, per park tools instructions. I tightened down the lock nut and tested it out.

Now I don't have any play in the headset, and the steering is not tight really, but it just doesn't seem smooth. The handlebars turn just fine, but it feels rough, a little sandy, if you know what I mean.
