Have kid walk with bike. Over time the kid will start running on the bike. Over time the kid will start lifting his legs for short distances. Over time the kid will be lifting his legs for longer distances.

Using the above method I got my stubborn older daughter off training wheels in about 2-3 weeks at the age of 6. I then used the exact same technique on my 4 year old and she was riding within 2 weeks.
This is such a surefire method that Norco actually sells a tyke bike sans crank for just that style of learning. Not that a purpose-built crankless bike is necessary but I thought it was cool that Norco acknowledges it. Saw a few up at Whistler last year.
