My point is that road funding is pretty similar the world over, a lot of it comes from general revenues, paid for by the general public whether they drive or not, and there's pretty much no place in the world where motorists actually 'own the road', depite the rhetoric of the whingers.

Unlike the Americans, Churchill was simply smart enough to recognize the potential for motorists to make that claim and took proactive preventative measures to cut that line of false logic off at the knees before it took hold.

In fact, Europeans across the board pay much higher gas taxes than Americans do, and there isn't a single country in Europe that licenses cyclists and charges them registration fees as a means to 'legitimize' their presence on the roads.
