You can certainly tell the folks that don't commute year round. They are bundled up in many layers, and that also includes full face balaclavas, and shoe covers.
I notice the same thing around here. We will get a beautiful sunny day that brings out the cyclists who haven't ridden all winter, and they are dressed as if it was below zero.
