VC: Yes, in general. There's lots of references online for wheel truing e.g. http://www.parktool.com/repair/readhowto.asp?id=81 or http://bicycletutor.com/wheel-truing/

Bicycle laws in Ontario are governed by the highway traffic act as well as local bylaws (Toronto Bylaw 32-92 which governs other stuff too). I've never found a source online for 32-92. In the example of riding on the sidewalk, what governs legality is wheel size. If you're wheels are over 24", it's illegal. In Ottawa on the other hand, any sidewalk riding is illegal as far as I can tell. That level of specificity isn't in the highway traffic act.

Generally in Toronto bylaws, the second numbers are the year (so 1992) and the oldest the website goes back is 1998 or so for searching. You can find amendments but that's about it. The city's cycling website has a list of fines on it, similar to the one iherald posted http://www.toronto.ca/cycling/safety/index.htm If you enquired, you might be able to get a pdf of the by-laws.
