Definitely. That's why I asked everyone else to tell me why there city is best.
BTW, a lot of people might think the inclusion of cyclocross in my criteria is a bit arbitrary. It reflects the above principle, and I'm going to go out on a limb and say that Portland is hands down the best place this side of Belgium for cyclocross. That said, wherever you are, you should give it a try.
