Do you know the faces of the BB shell are square to the threads? If not, that could be a problem. The other possible problem is misaligned threads, which really can't be cured.
Most cartridge BBs are a little stiff until they see a few hundred miles of use. If you could barely turn the spindle with your fingers, you might have some cause for concern. Just being a little stiff is not an issue. Campy says to try reducing the torque on the left cup to 30Nm, but some blue or purple loctite thread locker might be wise to use. For loctite to work as intended, both threads must be cleaned before application.
