Spinning is a stable state, you don't have to put energy into a wheel to make it keep spinning (except for air resistance, which is not what we're talking about here). In a vacuum, you can spin a wheel and come back 100 years later and it'll still be spinning.

Yes, something that's spinning is always accelerating, but it uses its own kinetic energy to do so.
