If that is red spray paint, you can try spray carburetor cleaner. It usually dissolves spray paint, but it's not harsh enough to eat into baked on finishes. Acetone might work too (but take longer).

It's a 49cc model I believe. I do have the headlight, but not the mounting bolt. I just placed an order for the missing parts this morning, so hopefully I'll have it all together this coming week. The cool thing is that since they never went out of production you can get just about any part you need for the post '66 models. Production ended in France in 1988, and the tooling went to Hungary. When production ended there in 2002, they start making them in France again! I understand it is the second most popular motorbike of all time, running behind the Honda Cub.
