Nope... because with other than disc or coaster brakes, the rims are your braking surface. You don't want the tape interfering with your stoppers ;-)

The plastic reflectors in spokes, or reflective tape around the ends of your spokes works a lot better. Some tires, such as the Continental Contacts or certain Schwlabe tires come with a reflective band on the sidewalls, which work really well for side visibility.
