This. Either the brakes aren't set up/adjusted properly,or you need to work on your braking technique. It's pretty common in the motorcycling world for people not to use the front brakes as hard as they could for fear of locking the wheel or going over the bars. I have two bikes with BB7's and drop bars,I can lock up the front on either with two fingers.
