Personally I really dislike people playing their music and making me listen to it as they drive by, so I'm not going to impose that on others.
Personally I really enjoy hearing snippets of music coming from other vehicles while cycling. It is always brief (no longer than a red light).
I also really find extreemely annoying to be subject to others music/radio when I am fixed in one location and the exposure is not brief (beach, backyard, gym, locker room)
