Not exactly. Most any tire will allow you to take corners tight enough that you can't pedal through it. With the 21mm Corsa's, the bike sat just slightly lower and decreased pedal clearance just enough that I had to wait a little bit longer before resuming pedaling. It took a while to get used to is all.
In crits, people are always forced to stop pedaling and keep the inside pedal up through a turn. The sooner you can resume pedaling coming out of the turn, the better.
