If i understand you: yes you should be able to whip off the cogs (no reason to open up the mechanism) and remove cogs to replace some with spacers, but the trick will be finding just the right thickness of spacer stack. Plus you have to retain the small cog(s) that is/are threaded and hold all the stack onto the body which makes the chainline deal questionable. Not big thing except you'll always have that smallest cog there, whether you use it or not in the reduced gears drivetrain.
