I have one friend (male) who SWEARS by them. He won't wear above knee shorts/bibs at all.
That goes for long roadie rides as well as around town stuff.
I guess I should expand on this since others mention cold weather. He wears them in summer in Houston. I guess keeping sun off his knees/legs seems to keep it cool and not sunburned.
